What's New on the UMN Enterprise#

July 2026#

Universal user budgets for GitHub Copilot users in the UMN Enterprise#

GitHub transitioned to usage-based billing for GitHub Copilot in June, establishing an Enterprise Pool for AI credits. You can read more about the AI credits on our Billing page.

After analyzing the usage from June, we've identified a need to control for runaway spend. In order to try to keep usage of the shared pool fair, we have created a Universal user budget of 40,000 AI credits per user per month. Usage for the user will be stopped once 40,000 AI credits are used in one month; if you find your workloads need a higher limit, email devex@umn.edu.

GitHub will first check the Enterprise Pool to look for available prepaid credits. Some models cost more than others to use and will consume more AI credits from the shared pool than others. You can read more about this on GitHub's Model pricing page. The shared pool is intended to benefit the broadest possible set of users across the enterprise by sharing included credits between low usage and high usage users. We set the universal user budget high enough to support innovative AI-powered workflows and allow users to take advantage of the Enterprise Pool model, while ensuring that no single user, workflow, or automated process can consume an outsized portion of the shared credits and negatively impact the amount of included credits available for other users. Devex will monitor usage as the promotional/transition period continues and will adjust the Universal user budget as needed to balance heavy usage versus lighter usage. Organizations interested in setting additional budget controls are encouraged to create Cost Center budgets for their organization; these will come into play once the Enterprise Pool has been depleted for the month. The newest, most powerful model is not always needed for the same work. GitHub recommends using their new "Auto model selection" feature, which will analyze your request to Copilot and choose the best available model fit for the request.

November 2025#

GitHub Copilot is generally available!#

GitHub Copilot is available to any organization in the UMN Enterprise on github.com! Copilot seats and any metered usage beyond the monthly prepaid in our Enterprise Cloud plan will be paid through a cost center set up by Devex with a customer-provided Azure subscription. Self-service user management#

GitHub Enterprise Cloud Organization Owners now have the ability to directly add and remove members and other owners from their organization in Grouper. Individuals added or removed to a group in grouper will be sent an invitation to or removed from the associated GitHub Enterprise Cloud organization by the GHEC Administration app installed in the organization. In lieu of submitting the "GHEC: Modify an Existing Team" form, organization owners can follow the instructions outlined in user access management.

October 2025#

Cost Centers#

Devex is rolling out metered billing in Azure for GitHub Copilot users. Teams now need to provide an Azure subscription to associate with their GitHub organization's cost center. For more information, see our page on billing.

September 2025#

UMN Enterprise will now be available to research units through their associated IT Units#

Research labs that work closely with their IT Units are welcome to onboard to GHEC through their IT Units, either in the same organization or their own. Submit the onboarding request form at z.umn.edu/ghec to get started.

GitHub Copilot MCP enablement#

We are looking to enable MCP for our Copilot pilot users; you will need to have an Azure subscription to bill for premium requests.

August 2025#

Transitioning away from GitHub Actions arc-runner-enterprise runners#

When we made the UMN Enterprise generally available to IT Staff, we provided custom "self-hosted" runners for Enterprise members to share. It has become clear that the user experience and security of the GitHub-hosted runners is better, so we are going to be transitioning away from these runners for new organizations, and eventually decommission the self-hosted runners. This change will also ensure added security as we broaden the audience of the platform.

July 2025#

Limited access to Copilot#

We are doing a small pilot run of GitHub Copilot, as arranged by your manager and Curt Kronlund, the product manager for GitHub Enterprise Cloud. You can use GitHub Copilot on your IDE or in the browser with code where Copilot has been enabled.
